The forgotten continent of Africa could become the new battleground in the next American conflict.

On Feb. 6, President Bush formally established the U.S. Africa Command (AFRICOM), a unified command structure located on the continent. By 2012, the United States wants two dozen bases in Africa to promote U.S. security interests and “the common goals of development of health, education, democracy, and economic growth.”

From its first days in office in January of 2001 the Administration of George W. Bush meant to launch military attacks against both Afghanistan and Iraq. The reasons had nothing to do with terrorism. This is beyond dispute. The mainstream press has either ignored the story or missed it completely, but the Administration’s congenital belligerence is fully documented elsewhere. Attacking a sovereign nation unprovoked, however, directly violates the charter of the United Nations. It is an international crime. The Bush Administration would need credible justification to proceed with its plans.

Today he will be listened to with immense respect in Congress as he reports on how far the "surge" – the increase in the number of US troops in Iraq by 30,000 – has positively affected the war in Iraq.

On the face of it, there is no connection between Katrina’s tragic devastation of New Orleans and the recent U.S. wars of choice. It can be shown, however, that the death and destruction wrought by Katrina have been (at least in part) a submerged or invisible part of the enormous costs of the escalating war and military spending.

The huge costs of Katrina, in terms of both blood and treasure, can be called opportunity costs of war and military spending: When a disproportionately large share of public or national resources are diverted to war and militarism, the opportunity of maintaining or upgrading public infrastructure is lost and the citizens, especially the poor and working people, are made more vulnerable in the face of natural disasters.

In 2003 an article by the Israeli newspaper Ha’aretz, quoted a Palestinian leader claiming Bush said to him; “God told me to strike at Al-Qaeda. And I struck them. And then he instructed me to strike at Saddam, which I did. And now I am determined to solve the problem in the Middle East.”
