Endless War: The global war on terror and the new Bush Administration

Published in early 2005, this briefing paper argued that one year on from the Madrid train bombing and two years from the start of the Iraq war, the US-led 'war or terror' had no end in sight.

The report concluded that:

  • Al-Qaida and its affiliates remain active and effective, with a stronger support base and a higher intensity of attacks than before 9/11.
  • Introduction: A Clear and Present Danger?
  • Even though the United States is deeply mired in the Iraq insurgency, there is now a serious risk of a confrontation with Iran.
  • Far from winning the 'war on terror', the second George W. Bush administration is maintaining policies that are not curbing paramilitary movements and are actually increasing violent anti-Americanism.
  • To avert endless war, vigorous independent assessments of alternative policies backed up by diplomatic pressure may ultimately have a positive impact.

These conclusions remain equally valid today.
