In this transcript of a talk given by Jeffery Sachs at the Hilton Foundation Conference in 2003, Professor Sachs asks whether there is a better way to use $87 billion, given the gross misuse of finance by the Bush administration in recent years, particularly on unnecessary wars.

The injustice experienced by the majority of the world is diverse and complex by nature. From the occupation of territory, to the clearly biased and profit driven economic policies - the vast majority of the world is in desperate need of justice. Until they receive it, they will not live in peace.

Now, more than ever, it is of paramount importance that we realise the extent to which our planet is in crisis and that we act upon this knowledge in order to facilitate major change. Quite simply what is necessary is a redistribution of the world's resources and the embracing of the principle of sharing at all levels of society.
